’کوئی زندہ نہیں پکڑ سکتا‘: درجنوں مقدمات میں مطلوب عامر شاہ کو سی سی ڈی نے کیسے مارا؟
پاکستان میں جرائم کی دنیا ہمیشہ سے پیچیدگیوں، خوف اور بحث کا مرکز رہی ہے۔ ایسے جرائم پیشہ عناصر جو برسوں تک قانون کی گرفت سے بچتے رہے، ایک وقت ایسا بھی آتا ہے کہ وہ یا تو قانون کے سامنے ہتھیار ڈال دیتے ہیں یا پھر طاقت کے کھیل میں اپنی جان گنوا بیٹھتے ہیں۔ ایسا ہی ایک واقعہ حال ہی میں اس وقت پیش آیا جب درجنوں مقدمات میں مطلوب خطرناک ملزم عامر شاہ کو بالآخر سی سی ڈی (Counter Crime Department) نے ایک کارروائی کے دوران ہلاک کر دیا۔ عامر شاہ اپنے علاقے میں مشہور تھا اور اکثر کہا کرتا تھا: ’کوئی مجھے زندہ نہیں پکڑ سکتا‘۔
یہ جملہ نہ صرف اس کے اعتماد کو ظاہر کرتا ہے بلکہ اس حقیقت کی بھی عکاسی کرتا ہے کہ وہ برسوں سے قانون کی گرفت سے باہر رہا۔ لیکن آخر کار ریاستی ادارے اس کے گرد گھیرا تنگ کرنے میں کامیاب ہو گئے اور وہ اپنی ہی ضد اور جرائم کی دنیا میں ڈوب کر اپنی زندگی سے ہاتھ دھو بیٹھا۔
عامر شاہ کون تھا؟
عامر شاہ ایک بدنام زمانہ جرائم پیشہ شخص تھا جس کا نام کئی بڑے مقدمات میں آتا رہا۔ اس کے خلاف درج ہونے والے مقدمات میں شامل تھے:
- قتل کے مقدمات
- ڈکیتی اور رہزنی
- اسلحہ رکھنے کے غیر قانونی الزامات
- پولیس پر حملے
- مقامی سطح پر خوف و ہراس پھیلانے کی وارداتیں
مقامی لوگوں کے مطابق عامر شاہ کے گروہ نے سالوں تک علاقے میں خوف کی فضا قائم کیے رکھی۔ لوگ اس کے نام سے کانپتے تھے اور کوئی بھی اس کے خلاف کھل کر بولنے کی ہمت نہیں کرتا تھا۔
درجنوں مقدمات میں نامزدگی
ذرائع کے مطابق عامر شاہ پر 30 سے زائد سنگین مقدمات درج تھے۔ پولیس اور تحقیقاتی ادارے کئی بار اسے گرفتار کرنے کی کوشش کر چکے تھے لیکن وہ ہر بار بچ نکلتا تھا۔ اس کی گرفتاری کے لیے مختلف تھانوں کی پولیس نے چھاپے بھی مارے، مگر وہ بروقت اطلاع پا کر فرار ہو جاتا۔
اسی وجہ سے اس نے اپنے قریب ترین ساتھیوں کے سامنے یہ دعویٰ کیا تھا کہ:
“کوئی مجھے زندہ نہیں پکڑ سکتا۔”
یہی جملہ بعد میں اس کی موت کا تعارف بن گیا۔
سی سی ڈی کی کارروائی
Counter Crime Department (CCD) کو جب اس کی موجودگی کی مصدقہ اطلاع ملی تو ایک بڑی کارروائی کا منصوبہ بنایا گیا۔ ذرائع کے مطابق یہ آپریشن کئی دنوں کی منصوبہ بندی اور خفیہ نگرانی کے بعد انجام پایا۔
آپریشن کی جھلکیاں:
- سی سی ڈی کی ٹیم نے رات کے وقت علاقے کو گھیرے میں لیا۔
- عامر شاہ اور اس کے ساتھیوں نے پولیس کو دیکھتے ہی فائرنگ شروع کر دی۔
- تقریباً آدھے گھنٹے تک فائرنگ کا تبادلہ ہوتا رہا۔
- آخر کار پولیس کی جوابی کارروائی میں عامر شاہ شدید زخمی ہوا اور موقع پر ہی دم توڑ گیا۔
- اس کے چند قریبی ساتھی فرار ہونے میں کامیاب ہو گئے، جن کی تلاش جاری ہے۔
“زندہ گرفتار نہ ہونا” کی ضد
عامر شاہ نے کئی بار اپنے قریبی لوگوں کو کہا تھا کہ اگر کبھی پولیس کے ہاتھوں گھرا تو وہ لڑتے لڑتے مر جائے گا، لیکن گرفتاری قبول نہیں کرے گا۔ یہی ہوا۔ فائرنگ کے دوران بھی اس نے آخری دم تک مزاحمت کی، لیکن بالآخر اپنی ضد اور جرائم کی زندگی کی بھاری قیمت چکائی۔
مقامی آبادی کا ردعمل
اس کی ہلاکت کی خبر سن کر علاقے میں ملا جلا ردعمل سامنے آیا۔
- کئی لوگ خوشی کا اظہار کرتے رہے کہ ایک بڑا بدمعاش اور خوف کی علامت ختم ہوا۔
- کچھ لوگوں نے کہا کہ یہ انجام اس کے اعمال کا نتیجہ تھا۔
- البتہ اس کے کچھ ہمدرد یہ دعویٰ کرتے ہیں کہ اس کی موت ایک “فرضی مقابلہ” (Fake Encounter) میں ہوئی۔
پولیس اور ریاستی مؤقف
سی سی ڈی کے ترجمان کے مطابق:
- عامر شاہ پولیس کی گرفت سے بچنے کے لیے فائرنگ کر رہا تھا۔
- پولیس نے اسے گرفتار کرنے کی کوشش کی لیکن اس نے خود مزاحمت کی اور فائرنگ کی۔
- اس کے خلاف ٹھوس ثبوت اور درجنوں مقدمات پہلے سے موجود تھے۔
- اس کی ہلاکت سے علاقے میں امن قائم ہوگا۔
انسانی حقوق کے سوالات
پاکستان میں ایسے واقعات کے بعد ہمیشہ یہ سوال اٹھتے ہیں کہ آیا یہ مقابلے حقیقی تھے یا پولیس نے اپنی ناکامی چھپانے کے لیے ملزم کو راستے سے ہٹا دیا۔
- بعض حلقوں کا کہنا ہے کہ عدالتوں میں مقدمات ثابت کرنا مشکل ہوتا ہے، اسی لیے پولیس اکثر “شارٹ کٹ” اختیار کرتی ہے۔
- جبکہ کچھ لوگ مانتے ہیں کہ
خطرناک مجرموں کے ساتھ یہی انجام ہونا چاہیے تاکہ معاشرے کو سکون ملے۔
جرائم اور ریاست کی کشمکش
عامر شاہ کی کہانی دراصل پاکستان میں جرائم اور ریاست کے درمیان اس جاری کشمکش کی نمائندہ ہے۔

عامر شاہ نے خود کہا تھا کہ “کوئی مجھے زندہ نہیں پکڑ سکتا” اور واقعی ایسا ہی ہوا۔ لیکن اس کا یہ انجام اس بات کا ثبوت ہے کہ جرم کا راستہ آخرکار موت اور ذلت کی طرف ہی لے جاتا ہے۔
اس کی ہلاکت سے وقتی طور پر علاقے میں خوف کی فضا کم ضرور ہوئی ہے لیکن اس کہانی سے یہ بھی ظاہر ہوتا ہے کہ جب تک جرائم کے بنیادی اسباب کو ختم نہیں کیا جاتا، نئے “عامر شاہ” جنم لیتے رہیں گے۔
